Email admins have sometimes strange ideas of how the RFCs should be
interpreted. Commercial ISPs have different ideas and rules than
private email systems.
If the domain you're sending to has a rule that says "no more than one
address is allowed in the "To:" header" or "no more than 100 addresses
in the "To:" and "Cc:" headers combined" then you'll have to deal with
those limitations. The RFCs don't place such stringent limits on
email, although the do describe acceptable behavior. You can send an
email to lots of addresses, but your MTA should expect to receive 4XX
statuses on anything over 100 RCPT TO commands. Retrying the ones that
aren't accepted will deliver the next batch of 100. The 100 is what
the RFCs recommend as the minimum value for the maximum number of
addresses in one transaction.
