This applies to Excel 2007.

I have a column full of values that have conditional formatting that says,
if the value in this cell matches the value in cell $C$1, turn yellow. If I
type a value in C1 that matches cell A6, for example, it won't turn yellow
until I select cell A6, or edit data elsewhere in row 6.

do you have manual calculation enabled?

change it under Tools-Options- Calculation

Yes, I do have it set to automatically calculate cells. However, remember I
am using Excel 2007, so there is no "tools - options" menu as you say.

Apparently since Excel 07 has over 1 million rows and tens of thousands of
columns, it doesn't automatically calculate every cell, but instead
intelligently looks for formulas' precedents and dependents and updates only
those. Do you think the fact that my numbers are static values has anything
to do with why they won't update?

It has always intelligently determined what needs recalculating, that is why
it is (generally) fast.
