Messages are sent too fast from the Outbox. If I try to access a message to make changes, it's too late even tho I've clicked on it immediately. Can't figure out how to change the speed of the "sends."

Um...

Wouldn't you just refrain from sending messages you aren't done editing??

Send responses to the relevant news group rather than to me, as
E-mail sent to this address may be devoured by my very hungry SPAM
filter. Due to Google's refusal to prevent spammers from posting
messages through their servers, I often ignore posts from Google
Groups. Use a real news client if you want me to see your posts.

It sounds like you need to change some of your habits. Any message in the
Outbox will send when a schedule fires. There is no recall.

If this happens to you a lot, use the Work Offline option. If you try to
send in Offline mode, you have to click on the option to "connect."

Or use "Send Later" instead of "Send Now". That will let you edit the
message until the next "Send" schedule fires.
