If you have a backup copy of your Identity you can use it to replace the
current rules file.

You can try this to resolve this issue, re-create the Rules file for your
identity: Drag the Rules file for your identity to the desktop. The Rules
file for your identity is stored in your Identity folder: Re-create your
Rules.
You can find your identity folder in Home - Documents - Microsoft User
Data - Office 2004 identities - Main identity (or your name if you gave a
different name to your identity) Just drag the rules file out of the folder
to the desktop and see if Entourage opens.
