Can someone explain why so many posts in this news group come through
with RAW HTML in them like this one?:

It's not raw HTML. As the top line says, the message is in MIME format,
with Content-type: multipart/alternative

For some reason, your newsreader (presumably Unison) isn't parsing it
correctly, so it displays additional parts of the message.

FWIW, the message you referenced displays correctly in MT-Newswatcher.
