When I downloaded these scripts my computer is not recignizing them as
a script. They do not show up in my Entourage Menu nor can I open them
with Script Editor. I am running Entourage 10.4 and Mac OS 10.4. Any
ideas?

Do a Get Info on the script. It should show Script Editor as the application
used to open. If not, change the application in the popup and then select to
"Change All".

My Scripts still do not show up in Entourage. When I try to open the
file with Script Editor I get this error

Unable to read the dictionary of the application or extension because
it is not scriptable.

The it tells me

Script Editor cannot open a document of this file type.

Anyother ideas?

I downloaded the script just now and they work as expected. I would try to
download again. Perhaps they were corrupted.

Most scripts are downloaded as .zip or .sit compressed files. OS X can unzip
a zip file, but you would need to install stuffit expander to expand .sit
files (at least, on modern machines).
