For some reason that I now cannot remember I set Entourage so that it
doesn't ask me if I want to turn Office Notifications on when I start-up
Entourage (I have to remember to do it and I often don't). Now I can't
remember how to set it up so that it asks me again (I turn it off before I
synchronize my files on going home and only want to turn it back on after I
have synchronized again on coming back to work).

You must have checked "Don't ask me again" in that dialog. Go to
Entourage/Preferences/Notification/ and click the Reset Confirmation Dialogs
button.

Which is quite understandable. Since it's right next to the checkbox for
"Require confirmation when deleting" it looks as if the button applies only
to Deletion Confirmation dialogs ("Are you sure you want to delete this
task?", etc.) rather than ALL types of Confirmation dialogs. It's not a good
UI - that button should be on its own line with a bit of explanatory text.
