Sometimes when I receive mail, I will see a hovering notification of one of
the messages received. Did the sender make that happen, and, if so, how?

Nobody made this happen. This is a setting in Entourage. Have a look
at Entourage > Preferences > General Preferences > Notification >
Display an alert on my desktop.

I think it only happens when Entourage is not the frontmost application.

I just sent myself a test message, hid all apps except E., and checked my
mail. There was no notification of the receipt when my message arrived. I
only see one of these things every few days or less.
