For the last two days I haven't been able to receive e-mail using
Entourage. Entourage worked fine for over a year prior to this, but
now whenever I try to receive e-mail I get an error message that says
"A connection failure has occurred. Error -3260." I've rebuilt the
Entourage database twice. It solved the problem yesterday but not
today. I can send mail but not receive.

I don't think it's a database issue. This is usually an Exchange issue:

Are you sure your password is not expired for instance ??

I checked network configurations and other workarounds suggested at
support.microsfot.com/?kbid=824887, but the problem persists. However,
when I type the IP address directly to the server in the Account
Configuration page of Entourage then I can receive mail. I also used
my browser to make sure name resolution works on the server, and that
works too, with the exact same mail address as I'd been using
successfully up until a couple days ago. Make sense? In short, it's
still a mystery.
