You can do that in Entourage!
First, set your message prefs to use HTML - background images will not work
in plain text.
Then, set up a new Signature. Makes sure the signature is set to HTML (the
first button in the sig composition window toolbar.
Under the 'Message' menu, select 'insert', then 'background image'. Choose
your image and save the signature.
Now, you just set up your account prefs to always use that signature. The
background image set in the sig will be inherited by the message
