Is there a way to setup Entourage (or have it talk to my POP3 ISP) to
have it auto-reply to incoming email without actually being turned
on? This sounds like a server solution to me but a friend tells me
that Outlook can do this on a PC.

No, Entourage can't do anything without being turned on.

Outlook can be used to configure an Exchange server to do autoreplies. If
you're not using an Exchange server, then Outlook can't help you either.

Are you using an Exchange server?
