How can I get XP to re-enumerate all hardware devices, similar to what would
happen when installing the O/S, yet without requiring a re-install? Scanning
for hardware changes from Device Manager does not pick up (bind) all devices.

The real question, that you should be looking for the answer to, is
why bus enumeration is not discovering the devices.

Good question! The device in question is an Away Mode device
(http://download.microsoft.com/download/a/f/7/af7777e5-7dcd-4800-8a0a-b18336565f5b/awaymode.doc).
Update Rollup 2 was installed. Later, the BIOS was upgraded. Now, on boot
(or 'scan for hardware changes') Windows finds the away mode device, however,
when it tries to bind to it Windows says it can not find the appropriate
driver. In "Installing and Configuring Away Mode," under "BIOS
Modifications" (p. 4) the document infers the away mode device is enumerated
during setup / install. This appears consistent with the observed behavior.
