Do you have a link to the "USB Video-Class Development kit for windows
2000"?
I have not heard of any "USB Video-Class Development kits" released by
Microsoft.
The information we provide on the USB Video Class is included in the DDK
and can also be found online at the MSDN web site.
Availability of the USB video class driver for Windows XP

As far as I know we only support USB Video Class on Windows XP and beyond.
