Is it possible temporarily to sign a driver to debug installation
scenarios?

Yes, WHQL has a program for this. Check with them on the procedure.

After you get the signed .cat, email to WHQL support and they will send you the cer.

That's exactly the situation: I got a test-signed cat, but it's no use w/o
testroot.cer

Do I need to apply for a new cer every time I get a signed cat file?

Only once. The cer is same for all test signed drivers.
