On OSR website I read "Microsoft has decided that only signed drivers
will be loadable on 64-bit Windows Vista systems. .......developers can
obtain a Publisher Identify Certificate (PIC) from Microsoft and use
that to sign their code".

1) Is obtaining this PIC can be used to sign own driver even for
Windows 2000 and Windows XP drivers?

2)Will this give same installation experience as Microsoft signed
driver?

1. NO. Requires WHQL certification. But read on, to get the PIC you have to
have a Class 3 code signing certificate from VeriSign, ad as of today
Microsfot will ONLY accept a Versign certificate for Vista x64.
