I saw a previous posting on this, but wanted some clarification. Does WZC
consume the SSIDL IE if the driver passes it up through
OID_802_11_BSSID_LIST, or does the driver need to break apart the SSID list
in the IE into separate NDIS_WLAN_BSSID_EX entries?

WZC only 'consumes' an OID if it's the source of the OID, which is true of
all OIDs. Something (WZC, a protocol driver, user-mode application, etc)
issues a OID request and the miniport responds back to that caller and only
that caller (unless there's an IM Filter driver (PASSTHU/MUX) inbetween
doing something to redirect it).
