i need command options for working in Device manager for Unistalling and
Reinstalling in command prompt.

Look at Devcon this is the commend line tool for doing these things. It
comes with the OS, and the sources come in the WDK.

we have load the VISTA os by disk clone method. Source is made with one
config and destination is with another config. After cloning and booting into
the OS Processor value is wrongly sensing as source config respect with the
destination config. Once if i reinstall the processor and reboot the machine
the processor value is getting sensed correctly. That's why i need to
reinstall the Processor value in Device manager. But to do this i doesn't
have the option by using DEVCON. Is there any other solution ?

If this is an install, take a look at the Windows Automated Installation Kit
(WAIK). I have not done enough with the WAIK to be comfortable, but on
previos OS'es there were better ways than cloning to handle these cases.
