Installing Port Monitor INFs Programmatically

Is it possible to programmatically install a port monitor without using
AddMonitor or the Server Properties UI?

I ask becuase I have tried to use InstallHinfSection to install the ddk
sample portmonitor and that fails. Also using "install" from the inf context
menu fails. Is this unsupported or is there possibly something wrong with
the inf file... or the parameters to InstallHinf section?
