Unfortunately, the WPA components were released as a QFE, and debug
binaries for QFEs are generally not available. This is teh case in this
situation, too. You might check to see if it's part of WS2003 where debug
binaries are available or wait until XPSP2.

Is there a way to check if WS2003 has WPA built-in without installing it
first?

Yes it seems so. Get symbols for wzcdlg.dll from support CD of checked build.
You'll see lot of EAPOL-something stuff in it.
