I am not sure where you read that only the original administrator can use
the Subject Manager. Any user with "Read Subject" and "Write Subject"
privileges is able to use the Subject Manager. This privilege can be
configured under the "Core Records" tab of the Role Editor. By default the
following roles have the required privileges:
CEO-Business Manager
CSR Manager
System Administrator
Vice President of Sales
But you can give any role (and hence any user) these privileges.
