Our sales model is such that one or more quotes are presented in order to
'win' the account. They would prefer to not convert a lead/opportunity to an
account until a Quote is accepted. It looks like CRM requires an account in
order to create a quote, using that model they would have numerous accounts
in the system that are not really accounts? Am I missing how this should flow
in CRM? does anyone have a better suggestion. I'm considering adding a custom
field to the account entity to indicate if the account is 'closed' and try
filtering a number of views.

Just use the existing relationship type field on the account with a valaue
of 'Prospect' for instance. Then use this to filter the views of Accounts.
Update the field when the quote is won or lost as required.
