Is there any way to modify the email address field to allow multiple email
addresses for one contact?

hello,
you can add custom attributes to the entity contact, so you can, for
example, create fields like "new_email2", "new_email3" and show them on the
contact form.

But can you then select that email address for "To"? This seems also to be
an issue with Spouse Email and Personal Email, built in fields. The only
USABLE email field appears to be the Work Email field. Am I missing
something?

Hi we have looked into this and this is not available as a built in option
the only email address that is used is the primary/work email field. We are
getting a third party to write us an addin to allow this function as we have
a need to send emails to two email addresses for the same person or be able
to chose any of the email addresses they have currently listed.
