I have users sending emails to people outside the company while including
other exchange accounts (not CRM users) in the cc. They are sending the
emails through Outlook, and a copy is ending up in CRM.

They start with a blank email and they are not Tracking the emails in CRM.

I can't repeat it, but a couple emails a day end up as activities in CRM.
Most of the emails are personal in nature so I'm certain they do not want
them in CRM.

Some have tracking tokens but most do not.

Any ideas?

Do the users have the option set to Track all Email -- in the CRM Outlook
client if they go to the CRM Options, they might have set to track all email,
not just email with tracking tokens. Of course, the ones with tracking
tokens, they would have had to hit the "Track in CRM" button.
