I am going to go ahead and say that this is not possible in the
fashion that you are thinking without an external assembly to call. I
could be wrong, but workflow in CRM 3.0 is really not great at that
specific type of task.
A solution that may not take too much time; create a report that lists
the users who should complete the required data entry, add a column
for status (i.e. completed or missing) and use the report scheduler to
deliver the report weekly to people who can enforce the business
process.
