In CRM 3.0 when you viewed the properties of a record you would see the
Created On and Modified On Date AND TIME. In CRM 4.0 now all I'm seeing is
the date.

Any way we can set it to display the time again? It was very useful for us
in the past.

I'm not sure if there's a way to change how they are displayed on the
File-->Properties page but you could always add them to your form or one of
your views and set the format of the attribute to be date/time.

I am sure that I also found that I only had the Date and not the time in CRM3
as well, as it did annoy me.

It is easy to change for each one. Customise the entity you want to change.
Find the Created On, or Modified On attribute and change the format to Data
and Time. This will the show the time as well.

I have not found a way to do this for all Created On and Modified On dates,
but I could probably export all the customisations, do a find a replace in
the XML to change this setting for every entity then import the XML.
