Hello,

I'm looking to setup 5 individual business units to represent 5 different
states of our operation.

In most cases, BU security will be fine to restrict people to their own
state, but how can I have 1 user (who can only belong to one BU) have access
to 2 BU's via security?

I'd prefer not to create another BU that was a parent to the 2 state BU's in
question.

if you don't want to create a parent BU, then your only option is to have
the users from the BU that this user doesn't belong to share all their
records with the user.
