Try this:
Download a report , you can do this by selecting a report under My Work,
Reports, and choosing More Actions, Download. Give that rdl file to a user
who has the Report Manager permission in CRM and see if that user can upload
the report with a new name. If that's successful, can you see the new report
when you navigate to My Work, Reports?
