It would be useful if there was a security option to prevent users from
modifying their local data groups for offline synchronisation. In these
situations it would be generally a system administrator who would set up the
local data groups.

This is actually much less liekly to happen than creation of a central tool
(as per your earlier post), as CRM relies on users only having user-level
permission to apply the correct groups
