Notes entered onto a contact, an address, or anything should roll up onto
parent records. I don't think this needs to be done on a hard data-level
(copying the notes), but there should atleast be a stock report that, when
run against a given entity, will show all notes, all notes under activites,
and any related notes under contacts. It's very hard to try to have multiple
people (support, sales, cold-callers) all keep in-sync with their notes about
communication without seeing total visibility.

Yes notes does not rollup in CRM V3.0. Thanks for bringing this to our
attention. We will consider this feature for a future release. We already
have this issue entered into our tracking data base.
