I am trying to import leads into CRM 3.0. Each time it will only import 15
leads. How do I turn off the 15 import limitation?

there is no limit on importing data.

I work for a ms partner company. The product is definitly legal.

For the message, it wasn't say any error for me, just said how many records
successfuly or failed. When I click on the failed record, it said the info.
doesn't match. When I do it again, the data was imported, but just 15 records
at a time. Any idea for this?

You want to make sure that number of columns in data row are exatcly same as
number of columns present in header row.

I have observed that if you save an excel file as CSV format and value is
missing in some of the records for last column then excel does not append
required 'comma' in the end of these records which mean CRM import tool will
find this record containing columns ONE LESS than columns present in the
header.

This may exactly be the case with your csv file.
