In an Active Directory Domain the Global Catalog is used
for login authentication. In Active Directory Sites and
Services expand your Sites->Site name->Servers->Server
name then right click the NTDS Settings and select
Properties. If you make each server a global catalog
server one can be offline and users will be able to log
in. Be careful of the FSMO role Infrastructure Master.
Microsoft says that the Infrastructure Master will not
update the Global Catalog if it is a global catalog server.

Alternatively you can disable the need for a Global
Catalog server for login purposes.
