Is there a way to have a person, specificly the email
contact on the account, emailed when ever a change is made
in the status of a case? Also, is there a way to create a
custom case status? Thanks in advance.

You can do this in the Professional release of MSCRM using workflow rules

you can setup a a reule for cases that says when the case status changes
send an email out
