Please explain what happens when I let or deny users to use this priviledge.
If I deny to go offline does that mean that user will never have copy of data
on his notebook? Will I be able to go offline if sync to outlook is denied?

Offline - the datab available on the MSDE while not connected to the server
"offline" (Outlook Laptop Client)

Sync to Outlook - the Appointment, Task, and Contacts between Outlook and
Microsoft CRM (Outlook Desktop and Laptop Clients)

Here you go, deeper level:

There are 3 datastores involved

1. Microsoft CRM - SQL Server
2. Microsoft CRM Offline - MSDE
3. Outlook - Exchange/PST

Go Offline - SQL Server and MSDE "synch"
Outlook Synch - SQL Server and Exchange "synch" on Contact, Appointments,
Tasks
