Can I manually promote an Email to an activity or create a CRM Contact /
Appointment / Task from Outlook without install the CRM Email Router?

Yes you can

the email router or Microsoft CRM Exchange Connector only sends and receives
emails to and from CRM. You can receive an email in outlook then click the
Promote E-mail to CRM Activity button to move it into crm

Hello John,
I tested this scenario (during a Course) and my observation was that the
"Promote E-mail to CRM" function did not it did not work until I installed
the Exchange Connector.
I really want to know this because our customer is not happy with the
installation of the Exchange Connector on his Exchange sever.

So I am a little confused, sorry for asking, but could you please confirm
your statemant
