Please make sure that the user which you have used to login to windows, is an
authenticated user within CRM. This user must have the rights to add users.
You can also try logging in with the user which you have used to install CRM
with.

Another option is to workaround this error. You can open CRM through the web
interface and add users there (start -> settings -> business unit settings ->
user settings -> add user).
