To resolve this issue:
By using the Control Panel, uninstall the following Windows Updates:=20
- Hotfix for Microsoft Windows (KB110806)=20
- Hotfix for Microsoft Windows (KB930264)=20
- Hotfix for Microsoft Windows (KB929300)=20
